Steve manages our work for multiple clients across transportation, telecommunications, travel, and tourism priorities. He has a proven track record of working collaboratively to deliver results. Prior to joining Elevate, Steve spent seven years on Capitol Hill, most recently working for Rep. Donald M. Payne, Jr. (D-NJ) as Legislative Counsel and being Shared Staff with the Committee on Transportation and Infrastructure under Chair Peter A. DeFazio (D-OR). Steve worked for nearly five years advancing Rep. Payne, Jr.’s legislative objectives across different issue areas including transportation and infrastructure, technology, energy, and environment. He shepherded many of Rep. Payne, Jr.’s priorities into law and he was the lead staffer for Rep. Payne, Jr.’s position as Chairman of the Subcommittee on Railroads, Pipelines, and Hazardous Materials.

Prior to his time with Rep. Payne, Jr., Steve spent nearly two years working for the House Oversight Committee under former Rep. Elijah E. Cummings (D-MD). Additionally, he worked for Rep. Donald Norcross (D-NJ).

Steve is originally from South Brunswick, New Jersey. He holds a Juris Doctor degree from Drexel University’s Thomas R. Kline School of Law and a Bachelor of Arts degree from the University of Hartford.
